The concept was then known as 'The Common Market' because that was the idea. After the horrors of the Second War, most countries in Europe wanted a kind of customs union, with a common external tariff and a common market available to all with the removal of barriers to trade among its members. In addition there were to be a number of common policies, among which the most important would be the agricultural policy, which would also be common.
