Something is afoot in the small inner city parish in Dublin City, Ireland. Life becomes complicated when The European Union Commissioner for Cultural Harmonisation is kidnapped while on a visit to Mulligans Pub where he has just appraised locals that a movie, 'Souls, lost in Cities' is to be made in the parish starring Tracy, an Australian rumoured to be a porn star. Who were the terrorists and what do they want? Suspicion falls on a local group of Arabs were holding a coffee morning in Mulligans at the time of the kidnap. When the Searcher asks the Teacher to prepare a report on the locality, the Syndicate is drawn into a mesh of international intelligence with Renditions and the CIA in the background.
