Standing on the broken ground of resource extraction settings, the state is sometimes like a chimera: its appearance and intentions are misleading and, for some actors, it is unknowable and incomprehensible. It may be easily mistaken for someone or something else, like a mining company, for example.
That large-scale capital drives inequality in states like Papua New Guinea is clear enough; how it does so, is less clear. This edited collection presents studies of the local contexts of capital-intensive projects in the mining, oil and gas, and agro-industry sectors in rural and semi-rural parts of Papua New Guinea; it asks what is involved when large-scale capital and its agents begin to become significant nodes in hitherto more local social networks. Its contributors describe the processes initiated by the (planned) presence of extractive industries that tend to reinforce already existing inequalities, or to create and socially entrench novel inequalities. The studies largely focus on the beginnings of such transformations, when hopes for social improvement are highest and economic inequalities still incipient. They show how those hopes, and the encompassing socio-political transformations characteristic of this phase, act to produce far-reaching impacts on ways of life, setting precedents for and embedding the social distribution of gains and losses. The chapters address a range of settings: the PNG Liquid Natural Gas pipeline; newly established eucalyptus and oil palm plantations; a planned copper-gold mine; and one in which rumours of development diffuse through a rural social network as yet unaffected by any actual or planned capital investments. The analyses all demonstrate that questions around land, leadership and information are central to the current and future social profile of local inequality in all its facets.
The people of the Lihir Islands in Papua New Guinea have long held visions of a prosperous new future, often referred to by local leaders as the 'Lihir Destiny'. When large-scale gold mining activities commenced on the main island of Lihir in 1995, many hoped that this new world had finally arrived.
The chapters in this book offer concrete examples from all over the world to show how community livelihoods in mineral-rich tracts can be more sustainable by fully integrating gender concerns into all aspects of the relationship between mining practices and mine affected communities.
Fishing for Fairness develops an explicitly cultural perspective on environmental politics in the Philippines by analysing the responses of fishers to marine resource regulations. In the resource frontier of the Calamianes Islands, fishing, conservation and tourism provide the context where competing visions of how to engage with marine resources are played out. The book draws on data from ethnographic fieldwork with fishers, government and NGO officials, fish traders and tourism operators to show how the strategic responses of fishers to management initiatives are couched within particular cultural idioms. Tapping into broader notions of morality in the Philippines, fishers express a discourse that emphasises their poverty and the obligations of the wealthy to treat them with fairness. By deploying this discourse, fishers are able to reframe what are "on the surface"questions of environmental management into issues about poverty within particular social relationships. By using a cultural political ecology framework to analyse fishers' responses to regulation, the book emphasises the distinctive ways in which marginalised people in the Philippines resist and reframe resource management initiatives. Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of traditional fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of traditional; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.
