The twentieth century is as remarkable for its world wars as it is for its efforts to outlaw war in international and constitutional law and politics. Japan in the World examines some of these efforts through the life and work of Shidehara Kijuro, who was active as diplomat and statesman between 1896 until his death in 1951. Shidehara is seen as a guiding thread running through the first five decades of the twentieth century. Through the 1920s until the beginning of the 1930s, his foreign policy shaped Japan's place within the community of nations. The positive role Japan played in international relations and the high esteem in which it was held at that time goes largely to his credit. As Prime Minister and 'man of the hour' after the Second World War, he had a hand in shaping the new beginning for post-war Japan, instituting policies that would start his country on a path to peace and prosperity. Accessing previously unpublished archival materials, Schlichtmann examines the work of this pacifist statesman, situating Shidehara within the context of twentieth century statecraft and international politics. While it was an age of devastating total wars that took a vast toll of civilian lives, the politics and diplomatic history between 1899 and 1949 also saw the light of new developments in international and constitutional law to curtail state sovereignty and reach a peaceful order of international affairs. Japan in the World is an essential resource for understanding that nation's contributions to these world-changing developments.

Radhabinod Pal was an Indian jurist who achieved international fame as the judge representing India at the Tokyo War Crimes Tribunal and dissented from the majority opinion, holding that all Japanese ';Class A' war criminals were not guilty of any of the charges brought against them. In postwar Japanese politics, right-wing polemicists have repeatedly utilized his dissenting judgment in their political propaganda aimed at refuting the Tokyo trial's majority judgment and justifying Japan's aggression, gradually elevating this controversial lawyer from India to a national symbol of historical revisionism. Many questions have been raised about how to appropriately assess Pal's dissenting judgment and Pal himself. Were the arguments in Pal's judgment sound? Why did he submit such a bold dissenting opinion? What was the political context? More fundamentally, why and how did the Allies ever nominate such a lawyer as a judge for a tribunal of such great political importance? How should his dissent be situated within the context of modern Asian history and the development of international criminal justice? What social and political circumstances in Japan thrust him into such a prominent position? Many of these questions remain unanswered, while some have been misinterpreted. This book proposes answers to many of them and presents a critique of the persistent revisionist denial of war responsibility in the Japanese postwar right-wing movement.

This is a book about the power ethnic capital and how it drives both the economics of, and the quest for identity in, a Japanese Brazilian commune. Adachi tells readers what this small diaspora community can teach us about how life ';in the trenches' looks to those on the outskirts of the exploding transnational world economy. This book explores the various strategies locals use to compete with others with whom they are linked locally, nationally, and globally. Through the story of Kubo daily life, Adachi offers insights into important aspects of social and linguistic theory, as well as explicating how cross-border relations become more and more intertwined. In a sense, Kubo's story, with its struggles to maintain its identityeven its survivalin an increasingly globalized world, encapsulates many of the problems now faced by smaller communities around the world, be they diasporic or regionally entrenched, or ethnically, racially, or religiously composed.Adachi explores the motivations for racial and ethnic boundary-making based primarily on values and principles rather than purely physiological features by focusing on Kubo and its marketing of supposedly traditional Japanese cultural values, in spite of the commune being located in the interior of Brazil. To do this she incorporates notions from linguistic anthropology and sociolinguistics, including problems of language maintenance, the relationships between language and symbolic power, and the intricacies of language and gender. Doing so helps theorize the tensions between hybridity and purity entailed in the complexities of identity dynamics.

With the scope of its analysis ranging from regional geopolitics and watershed political rituals to everyday social dynamics and intimate family narratives, this study provides a lens for approaching the cultural process of moving from a disposition of enmity to one of recognition and engagement amid the complex legacies of civil war and the global Cold War on the Korean Peninsula.
Heritage Politics: Shuri Castle and Okinawas Incorporation into Modern Japan, 18792000 is a study of Okinawa's incorporation into a subordinate position in the Japanese nation-state, and the role that cultural heritage, especially Okinawa's iconic Shuri Castle, plays in creating, maintaining, and negotiating that position. Tze May Loo argues that Okinawa's cultural heritage has been and continues to be an important tool with which the Japanese state and its agents, the United States during its 27-year rule of the islands (19451972), and the Okinawan people articulated and negotiated Okinawa's relationship with the Japanese nation state. For these three groups, Okinawa's cultural heritage was a powerful way to utilize the symbolism of material objects to manage and represent the islands' cultural past for their own political aims. The Japanese state, its agents, and American authorities have all sought to use Okinawa's cultural heritage to control, discipline, and subordinate Okinawa. For Okinawans, their cultural heritage gave them a powerful way to resist Japanese and American rule, and to negotiate for a more equitable position for themselves. At the same time, however, this book finds that Okinawan strategies to deploy their cultural heritage politically are deeply intertwined with, and to a significant extent enabled by, precisely these Japanese and American attempts to govern Okinawa through its heritage. This examination of the political role of Okinawa's cultural heritage is a window into a wider process of how nation-states and other political formations make themselves thinkable to the people they rule, how the ruled seek out spaces to make claims of their own, and how cultural pasts, once made usable, are implicated in these processes.
Studies on global metageography are enjoying a revival, and in no way is this better referenced than against the geo-world system bequeathed by Claudius Ptolemy almost two thousand years ago. This is all the more important when we consider the longevity of the Ptolemaic construct through and beyond the European age of discovery allowing as well for its eventual revision or refinement. Innovations in navigational science, cartographic representations, and textual description are all called upon to illustrate this theme. With its focus upon the macro-region termed India Extra Gangem, literally the space between India and China, the book unfolds a fourfold agenda. First, it explains the Ptolemaic world system back to classical points of reference as well as to its reception in late medieval Europe from Arabic sources. Second, it tracks the erosion of the Ptolemaic template especially in the light of new empirical data entering Europe from early travel accounts as well as the first voyages of discovery. Third, through selected examples, as with India, Southeast Asia, and China, it seeks to expose textual and cartographic adjustments to the classical models flowing from the scientific revolution. Fourth, through an examination of Jesuit astronomical observations conducted at various points in Asia, it demonstrates how Eurasia was actually measured and sized with respect to its true longitudinal coordinates such had deluded Columbus and even succeeding generations. In short, this work problematizes the creation of geographical knowledge, raises awareness as to the making of region in Asia over long historical timethe Ptolemaic world-in-motionand, as a more latent agenda, sounds an alert as to the perils of overdetermination in the setting of modern boundaries whether upon land or sea.
This book examines the literature of Shiga Naoya, who is highly regarded in modern Japan for his unique style and methods of describing his personal experiences and emotions. Contributing new findings to the field of scholarship on Shiga, this study focuses in particular on Shiga's nature-inspired writings and discusses how he created some vivid images of nature that became famous and still linger in Japanese people's minds. Shiga's remarkable sensitivity toward nature and the influences he received from earlier writers in Japan and abroad is examined. The complexity and depth of his understanding of nature is further revealed in his fascination with the supernatural, which also contributed to the creation of his literary style.
Hong Kong has undergone rapid and substantial social, economic, political and demographic changes since the 1970s. This book examines critically the real impact of these changes on a single surname village in rural Hong Kong. It draws on anthropological fieldwork conducted during the late 1990s and the early 2000s.This ethnographic study demonstrates that kinship, particularly agnatic kinship, has remained a valuable resource for Pang villagers, enabling them to acquire key welfare entitlements, and to secure a good measure of economic and social well-being. Kinship affiliation has provided and still provides (admittedly differential) access to political patronage and legal entitlements, financial assistance and the substantial benefits of corporate property-holding, physical protection and political leadership, employment, care-giving and support networks, housing needs, old age security, a ritually-imagined community, with a sense of spiritual well-being. Agnatic kinship has been organized as a corporate institution and as a quasi-religious community through which substantial support, protection, and privileged access is provided for villagers. At the same time, reliance on this elaborate ';localized culture of welfare' has maintained or reinforced the contours of stratification and inequality among Pang villagers, even as lineage identity has remained largely intact in the face of changing external circumstances.
The term Fengshui, which literally means 'wind and water,' is the ancient Chinese art of selecting an auspicious site to provide the most harmonious relationship between human and earth. The term is generally translated as 'geomancy,' and has had a deep and extensive impact on Korean, Chinese, and other East Asian cultures. Hong-key Yoon's book explores the nature of geomantic principles and the culture of practicing them in Korean cultural contexts. Yoon first examines the nature and historical background of geomancy, geomantic principles for auspicious sites (houses, graves, and cities) and provides an interpretation of geomantic principles as practiced in Korea. Yoon looks at geomancy's influence on cartography, religion and philosophy, and urban development in both Korea and China. Finally, Yoon debates the role of geomancy in the iconographical warfare between Japanese colonialism and Korean nationalism as it affected the cultural landscape of Kyongbok Palace in Seoul.

Lincicome offers a new perspective on Japanese educational debates and policy reforms that have taken place under the guise of internationalization since the mid-1980s. By contextualizing these developments within a historical framework spanning the entire twentieth century, he challenges the argument put forward by education officials, conservative politicians, and their supporters in the academy and the business world that history offers no guide for addressing the educational challenges that face contemporary Japan. Combining diachronic and synchronic approaches, Lincicome analyzes repeated attempts throughout the twentieth century to Ointernationalize educationO (/kyoiku no kokusaika/) in Japan. This comparison reveals important similarities that transcend educational policy to encompass Japanese conceptions of individual, national, and international identity; relations between the individual, the nation, the state, and the international community; and the type of education best suited to negotiating multiple identities among the next generation of Japanese subject-citizens.

This is the first book to describe the way in which the traditional and modern forms of Japanese theater responded to Japan's defeat in World War II. It includes sixteen essays by thirteen specialists demonstrating the triumphs and tribulations of Japanese theater during the Allied Occupation, 1945-1952.
The book probes and examines traditional sources of royal power and control, as well as indigenous socio-political systems in the Malay world. It is focused on the north-western Malaysian Sultanate of Kedah which is acknowledged as the oldest unbroken independent kingship line in the ';Malay and Islamic world' with 1,000 years of history. Little scholarly attention has been paid to its pre-modern history, society, religion, system of government and unique geographic situation, potentially controlling both land and sea lines of communication into the remainder of Southeast Asia. It will thus provide the first comprehensive treatment in English, or other languages, on Kedah's pre-modern and nineteenth century historiography and can provide a foundation for comparative studies of the various Malay states which is presently lacking. The proposed book also sheds much needed light on a range of important topics in Malay history including: Kedah and the northern Melaka Straits history, colonial expansion and rivalry, Southeast Asian history and politics, interregional migration and the influence of the sea peoples or orang laut, traditional Malay socio-political and economic life, Islamic influences and the course of Thai-Malay relations. The book attempts to offer a new understanding, not only of Kedah, but of the political and cultural development of the entire Malay world and of its relationships with the broader forces in both its continental and maritime settings. It argues that Kedah does not seem to follow, and in fact, often seems to contradict what has been commonly been accepted as the ';typical model' of the traditional Malay state. Thus it concludes that the ruling dynasty has historically exploited a wide range of unique environmental conditions, local traditions, global spiritual trends and economic forces to preserve and strengthen its political position.
This book deals with Chinese immigrants' role in the struggle for Cuban liberation and in Cuba's twentieth-century revolutionary social movement; the history of the Chinese economy in Cuba; and the Chinese contribution to Cuban music, painting, food, sport, and language. The centerpiece of the book is a translation of a study by Mauro Garc'a Triana and Pedro Eng Herrera on the history of the Chinese presence in Cuba. Over many years, Garc'a and Eng have collaborated closely on scholarly research on the Chinese contribution to Cuban life and politics, although their work is not widely known. Both are well equipped for such an enterprise: Eng as a Cuban of Chinese descent and a participant in the ethnic-Chinese revolutionary movement in Cuba, starting in the 1950s; Garc'a as a participant in the struggle against Batista and Cuban Ambassador to China during the period of the Cultural Revolution. The study is supplemented by an extensive collection of archival photographs and of paintings on Cuban-Chinese themes by Pedro Eng, who is not just a chronicler of the community but a well-known worker-artist who paints in a style described by commentators as 'naive.' The volume has three appendices: excerpts from the Cuba Commission's 1877 report on Chinese emigration to Cuba; the rebel leader Gonzalo de Quesada y Ar-stegui's pamphlet 'The Chinese and Cuban Independence,' translated from his book Mi primera ofrenda (My first offering), first published in 1892; and the chapter on 'Coolie Life in Cuba' from Duvon Clough Corbitt's Study of the Chinese in Cuba, 1847-1947 (Wilmore 1971).

Ole Bruun focuses on a community of nomadic livestock herders in present-day Mongolia. He depicts their transition from a contained, Soviet-era collective to modern times and addresses the most essential conditions for their continued survival and prosperity in the age of the market: the adaptability of their own culture and working strategies, government policy, and international attention. By studying the nomadic practice of animal husbandry in the context of family farms, Bruun points out the similarity to the peasant economy defined by the Russian agricultural economist Alexander Chayanov nearly a century ago. In both economies, the labor-consumer balance and life-cycle variations commonly set the term for economic strategies, yet the pastoral economy involves a highly specialized form of agriculture in which the scale of exchange determines wealth and lifestyle. In a vast territory such as Mongolia, infrastructure, social benefits, and other means of state support are crucial to prevent herders from sliding into a subsistence orientation, eventually leading to poverty.
This volume illuminates the relationship of China's radical past to its reformist present as China makes a way forward through very differently conceived and contested visions of the future. In the context of early twenty-first century problems and the failures of global capitalism, is China's history of revolutionary socialism an aberration that is soon to be forgotten, or can it serve as a resource for creating a more fully human and radically democratic China with implications for all of us? Ranging from the early years of China's revolutionary twentieth-century to the present, the essays collected here look at the past and present of China with a view toward better understanding the ideas, ideals, and people who have dared to imagine radical transformation of their worlds and to assess the conceptual, political, and social limitations of these visions and their implementations. The volume's chapters focus on these issues from a range of vantage points, representing a spectrum of current scholarship. The first half of the book brings new insights to understanding how early-twentieth century intellectuals interpreted ideas that allowed them to break with China's past and to envision new paths to a modern future. It treats of Chen Duxiu, a founder of the Communist party, Mao Zedong, and Mao in relation to the non-Communist Liang Shuming and with the Dalai Lama. With continuing threads of nation and nationalities, of peasants, utopias and dystopias linking the chapters, the book's second half looks broadly at the consequences of the implementations of radical ideas, at the same time critiquing our accepted frameworks of analysis. Moving up to the present, the book investigates the effects of the reforms since the 1980s on long-term environmental degradation and on the emergence of a capitalist rural economy. It gives an unsparing view into contemporary rural China through independent films. The book concludes with an analysis of the unshakable persistence of the shibboleth, 'the rise of China,' in popular and academic imagination and argues for the importance instead of taking seriously the twentieth-century history of radicalism in China and its significance for understanding China's present and its future potentials.

This study, based on primary sources, deals with the linguistic development and polemical uses of the expression Unequal Treaties, which refers to the treaties China signed between 1842 and 1946. Although this expression has occupied a central position in both Chinese collective memory and Chinese and English historiographies, this is the first book to offer an in-depth examination of China's encounters with the outside world as manifested in the rhetoric surrounding the Unequal Treaties. Author Dong Wang argues that competing forces within China have narrated and renarrated the history of the treaties in an effort to consolidate national unity, international independence, and political legitimacy and authority. In the twentieth century, she shows, China's experience with these treaties helped to determine their use of international law. Of great relevance for students of contemporary China and Chinese history, as well as Chinese international law and politics, this book illuminates how various Chinese political actors have defined and redefined the past using the framework of the Unequal Treaties.

Yokohama Street Life: The Precarious Career of a Japanese Day Laborer is a one-man ethnography, tracing the career of a single Japanese day laborer called Kimitsu, from his wartime childhood in the southern island of Kyushu through a brief military career to a lifetime spent working on the docks and construction sites of Tokyo, Osaka and Yokohama. Kimitsu emerges as a unique voice from the Japanese ghetto, a self-educated philosopher whose thoughts on life in the slums, on post-war Japanese society and on more abstract intellectual concerns are conveyed in a series of conversations with British anthropologist Tom Gill, whose friendship with Kimitsu spans more than two decades. For Kimitsu, as for many of his fellow day laborers at the bottom of Japanese society, offers none of the comforting distractions of marriage, family life, or a long-term career in a settled workplace. It leads him through existential philosophy towards Buddhist mysticism as he fills the time between days of hard manual labor with visits to second-hand bookshops in search of enlightenment.The book also portrays Kimitsu's living environment, a Yokohama slum district called Kotobuki. Kotobuki is a ';doya-gai'a slum inhabited mainly by men, somewhat similar to the skid row districts that used to be common in American cities. Traditionally these men have earned a basic living by working as day laborers, but the decline in employment opportunities has forced many of them into welfare dependence or homelessness. Kimitsu's life and thought are framed by an account of the changing way of life in Kotobuki, a place that has gradually been transformed from a casual laboring market to a large, shambolical welfare center. In Kotobuki the national Japanese issues of an aging workforce and economic decline set in much earlier than elsewhere, leading to a dramatic illustration of the challenges facing the Japanese welfare state.
Water: The Looming Crisis in India analyzes the key issues in developing national freshwater policies for the mainland countries of the South Asian sub-continent. Ray suggests that freshwater policy must cover all aspects of physical environment and human life, by noting that food and drought management are parts of freshwater policy and acknowledging that water is a scarce natural resource and has economic value. He calls for the development of basin-wide policies to minimize conflicts within riparian countries, as well as a freshwater policy baseline to minimize internal conflicts on water sharing arrangements. By pointing out the need for full participation of all stakeholders in developing a baseline policy including people displaced by the construction of large dams, Ray suggests a new system in which riparian countries are guaranteed that no water-related project proceeds without a transparently developed environmental impact assessment and evaluation of alternative options.
This book is a collection of interwoven historical narratives that present an intriguing and little known account of the Ogasawara (Bonin) archipelago and its inhabitants. The narratives begin in the seventeenth century and weave their way through various events connected to the ambitions, hopes, and machinations of individuals, communities, and nations. At the center of these narratives are the Bonin Islanders, originally an eclectic mix of Pacific Islanders, Americans, British, French, German, Portuguese, Italian, and African settlers that first landed on the islands in 1830. The islands were British sovereign territory from 1827 to 1876, when the Japanese asserted possession of the islands based on a seventeenth century expedition and a myth of a samurai discoverer. As part of gaining sovereign control, the Japanese government made all island inhabitants register as Japanese subjects of the national family register. The islanders were not literate in Japanese and had little experience of Japanese culture and limited knowledge of Japanese society, but by 1881 all were forced or coerced into becoming Japanese subjects. By the 1930s the islands were embroiled in the Pacific War. All inhabitants were evacuated to the Japanese mainland until 1946 when only the descendants of the original settlers were allowed to return. In the postwar period the islands fell under U.S. Navy administration until they were reverted to full Japanese sovereignty in 1968. Many descendants of these original settlers still live on the islands with family names such as Washington, Gonzales, Gilley, Savory, and Webb. This book explores the social and cultural history of these islands and its inhabitants and provides a critical approach to understanding the many complex narratives that make up the Bonin story.
