This book examines Canadäs foreign policy in terms of China, pointing to the flaws and attitudes relating to the impracticality and lack of its pragmatic design. We examine the historical and contemporary problem which these states face in terms of their economic, political, and social differentials to see what they have in common, what separates them, and how and why they can overcome these political and social divisions. Our aim is to provide solution-based strategies to the very substantial, diplomatic, and foreign policy dilemmas which exist between these two countries. We begin with an overview and analysis of the fraught diplomatic and economic relations between Canada and China, particularly exacerbated during the global pandemic. Secondly, we look at these problems and how they might be resolved through developing a human security lens, in particular the idea of what we call a ¿human security diplomacy¿ framework which we believe can advocate and support Canadianvalues while offering a strategic tool for strengthening national interests in the short and long term. Finally, we look to the future of Canada-Chinese relations emphasizing an optimistic outlook while offering recommendations on how the relationship can be reimagined.

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO¿s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

This book challenges the perceived underlying causes and culprits of the ongoing challenges in Canadian defence procurement, arguing that although headlines often put the blame on the political leadership, the defence procurement bureaucracy, ongoing pressures in the defence industry and continuous demands placed on Canada though its alliances also carry a large part of the responsibility. Focusing on four main case studies: the Fixed Wing Search and Rescue Plane, the Joint Support Ships, the Medium Support Vehicle System and the Halifax Class Modernization, the author offers a comparative analysis of how these ongoing procurement efforts were dealt with by different administrations, from Jean Chrétien and Paul Martin to Stephen Harper.

The book aims to explain the factors that brought about a high degree of similarity between American and Canadian foreign and security policies during the Afghanistan intervention. Specifically, it seeks to explain why, despite their different positions in the international distribution of power, the United States and Canada embraced similar counterinsurgency (COIN) strategies from 2005/2006 to 2011. During this time, the United States and Canada fought against insurgent groups, sought to maintain stabilized areas by mentoring Afghan forces, and invested in infrastructure and governance. These goals, which corresponded to the 'clear,' 'hold,' and 'build' COIN components, entailed sending troops and civilian officials to a war zone and committing financial resources.

Migration and the impact that immigrants have on Canada is and always has been central to a robust understanding of Canadian identity. However, despite claims that ¿the world needs more Canada,¿ Canadians, their governments, and scholars pay much less attention to the estimated 3 million Canadian expatriates who live elsewhere. This book examines how popular narratives of Canadian identity became implicated in Canadäs foreign policy in the Global War on Terror. McDonald argues that Canadäs decisions to join the 2001 Afghanistan War yet abstain from the 2003 Iraq War became politically possible because parliamentarians linked these policies to similar narratives of an enduring Canadian identity - even while re-imagining their meanings. These decisions are explored through politicians¿ mobilization of three discourses: Canada as Americäs neighbour, Canada as protector of foreign civilians, and Canada as a champion of multilateralism. This book challenges conceptions of national identity as entirely stable or fluid and contests predominant arguments that downplay the role of identity discourses in Canadian foreign policy. The relevance of these narratives is assessed by exploring the rhetoric of Canadian foreign policy in light of contemporary international challenges, including the Donald Trump presidency, the COVID-19 pandemic, and Russiäs War on Ukraine.
