Using the technique of comparative analysis of various countries, this text examines how the relationship between governments and social security systems in the late 20th century has changed. It also considers both the problems and the possibilities of establishing and maintaining welfare states.
The topics covered in this text include: the role of the State and the future of public services faced with the problems of transition and development; the institutional implications of changing policy management; and the role and scope of public administration in Central and Eastern Europe.
This work asserts that governments, faced with a choice between economic development and environmental protection, will give priority to the former. It explains the problems faced by global ecosystems, and urges citizens and leaders to work together for a better protection of the environment.
