For small-scale fisheries around the world, the Blue Growth and Blue Economy initiatives may provide sustainable development, but only insofar as they align with the global consensus enshrined in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication. If states do nothing to fulfill the promises they made when they endorsed these guidelines in 2014, the Blue Economy will come at a loss for small-scale fisheries and further their marginalization in the ocean economy. Under the umbrella of Blue Justice, this book demonstrates that these risks are real and must be considered as states implement their sustainable ocean development plans. These are human rights issues, which are embedded into governance principles and institutions and which make a difference for small-scale fisheries people in their daily lives. This Open Access book on Ocean Governance examines sustainability challenges facing our oceans today. The book is organized into three sections: knowledge systems, policy foundations and thematic analyses. The knowledge produced in the book was catalyzed by the scientific outcomes within the European-funded Cooperation in Science and Technology (COST) network ¿Ocean Governance for Sustainability ¿ Challenges, Options and the Role of Science¿. This network brings together scientists, policy-makers and civil society representatives from 28 nation states to cooperate on ocean governance research. This book offers a compilation of new research material including focused case studies, broad policy syntheses and reflective chapters on the history and current status of knowledge production systems on ocean governance. New research material is presented, although some chapters draw on secondary sources. The book starts with synthetic review chapters from the editors, outlining past andpresent knowledge systems, addressing how and why ocean governance for sustainability is where it currently stands with critical reflections on existing narratives, path dependencies and colonialist histories. This is followed by chapters addressing, synthesizing and analyzing different legal and policy frameworks for ocean governance both regionally and internationally. At the core of the book are the thematic analyses, which provide focused case studies with detailed contextual information in support of different ocean governance challenges and sustainability pathways around the world. The book concludes with a chapter explicitly targeting students, researchers and policy-makers with key take-away messages compiled by the editors.

Drawing from 8 years of research in GAP, a two-stage 7th framework EU project, the book offers a critical examination of how knowledge practices in fisheries governance are changing. Without a common knowledge base for fisheries governance, co-created through collaborative research practices, sustainable fisheries will remain out of reach.

This multi-sited island ethnography illustrates how the embattled politics of (im)mobility, belonging, and patronage among coastal fishing communities in Sri Lankäs militarised northeast have intersected in the wake of civil war. It explores an undertheorized puzzle by asking how the conceptual dualisms between co-operation and contestation simplify the complex lifeworlds of small-scale fishing communities that are often imagined by scholars through allegories of rivalry and resource competition.Drawing on ordinary interpretations and lived practices implicated in the vernacular term sambandam (bearing multiple meanings of intimacy and entanglement), the book traces how intergroup co-operation is both affectively routinised and tactically instrumentalised across coastlines, and at sea. Given its distinct focus on translocal and ethno-religiously plural collectives, the study maps recent historic formations of diverse practices and their contentions, from networked 'piracy' and dynamite fishing, to collective rescue missions and coalitional lobbying.Moreover this work serves as an open invitation to academics, policymakers and activists for re-imagining multiple modes of ethical being and doing, and of everyday sociality among so-called 'deeply divided' societies. A rich ethnography that pays meticulous attention to a complex social fabric made up of locals, settlers and migrants, with multiple linguistic and religious affiliations, sometimes contending fishing practices, and migration and livelihoods patterns as they have been affected by tsunami, war and the aftermaths of both. The focus of this publication is the uniqueness of the Baltic Sea from a legal perspective, and the regulatory voids that result from the multiple layers of regulation this area is subjected to: up to six layers of regulation (general international law, regional conventions, EU law, national laws, local and municipal rules plus a whole range of non-binding norms and other 'soft law' arrangements) act in parallel. However, a large number of rules or regulatory layers does not in itself ensure effectiveness or consistency. When the regulatory landscape is approached from the point of view of individual substantive topics, it is apparent that the norms of different regulatory layers entail both overlaps, gaps and uncertainties, differently for each topic. This publication addresses a selection of topics that are decidedly international in nature, but for which current international and EU rules include important gaps or uncertainties.In addition to presenting a set of legal analyses of topical issues for the region, which in itself is a meritorious objective in view of the relative scarcity of legal studies with a focus on the Baltic Sea, the publication also seeks to analyze the regulatory 'anatomy' of the selected issues in more detail. Through the legal analyses the chapters explore how regulatory gaps are formed, how they are filled, how the rules of the different layers work together and interact with each other in the selected areas. Accordingly, the secondary ambition is to explore, through the chapters, whether more general conclusions can be drawn about the nature of the regulatory gaps and multi-layerism in order to produce a better understanding of how regulations on multiple levels operate in practice.

One of the main goals in fisheries governance is to promote viability and sustainability in small-scale fishing communities. This is not an easy task given external and internal pressure, including environmental change and competition with other economic sectors searching for development in the coastal region.
