The focus of the workshop was on ways in which military installations and small cities can integrate energy, water, and infrastructure sustainability strategies into city and installation management plans that account for climate change uncertainties.

This volume provides preliminary recommendations on ways to educate and develop experience-based expertise among disaster response, security and other professionals from diverse backgrounds, whose current and future interests relate to crisis management.The book takes a multidisciplinary approach to improving regional security cooperation and to addressing the complex issues of climate change and disasters on military activities.The main aims of this proceedings volume are: -to provide an Education and Individual Training Activity Common Core Curriculum, whose main purpose is to support increased awareness of the implications of Climate Change;-to identify broad issues on climate change and disasters, particularly those with the highest importance and relevance to regional security. The Crisis Management and Disaster Response Centre of Excellence (CMDR COE) conducted an Advanced Research Workshop ¿Climate Change Implications on Military Activities in the Balkans Region¿ between 05-07 July, 2016. The event was supported by the NATO Science for Peace (SPS) Program and gathered distinguished experts from various international organizations and civil-military agencies.
This book describes the creation of a monitoring network, which can provide information about the exact locations and the environmental threats posed by chemical weapons (CW) dumpsites in the Baltic Sea region, using autonomous underwater vehicles (AUVs) and remotely operated underwater vehicles (ROVs), and utilising the existing research vessels of NATO partner institutions as launching platforms. The dumping operations occurred shortly after World War II and included captured German munitions. Operations with munitions from the Soviet occupation zone were performed by the Soviet Navy, operations with munitions from British and American occupation zones were performed in areas outside of the Baltic Sea (Skagerrak Strait); the fate of munitions from the French occupation zone was never reported. Due to difficult legal status of these munitions, and high costs of remediation and retrieval, removal of these weapons from the bottom of the Baltic Sea seems unlikely in the foreseeable future. These dumped chemical weapons pose an actual environmental and security hazard in the Baltic Sea Region. Nowadays, with more and more industrial activities being performed in the Baltic Sea Area, the threat level is rising. The AUV survey is based on the IVER2 platform by OceanServer, equipped with Klein 3500 side-scan sonar. The identification phase utilises several ROVs, equipped with targeting sonars, acoustic cameras capable of penetrating turbid bottom waters up to 20m, and visual HD cameras. A novel sediment sampling system, based on a camera and sonar equipped cassette sampler, has been developed to obtain surface sediments. The test phase described consists of a survey phase, which will locate the actual objects concerned, and a monitoring phase, which will concentrate on the collection of environmental data close to the objects concerned.

Over the last decade, techniques for materials preparation and processing at nanometer scale have advanced rapidly, leading to the introduction of novel principles for a new generation of sensors and detectors. At the same time, the chemical industry, transport and agriculture produce huge amounts of dangerous waste gases and liquids, leading to soil, air and water contamination. One more modern threat - international terrorism - demands that scientists make efforts to apply new principles and technologies to protect society against chemical, biological, radiological and nuclear (CBRN) attacks and to develop novel effective technologies for the remediation of large contaminated areas. Accordingly, the main goal of this book is to bring together experts (theorists, experimentalists, engineers and technologists) for an extensive discussion covering: novel principles for functional nanostructures and detector fabrication and implementation, the development of novel technologies for the deactivation of CBRN agents, their experimental realization and their application in novel monitoring and control systems, and technological processes for soil and water remediation, with a view to environmental protection and defence against CBRN-based terrorism. In keeping with the book's main goal, the following topics are highlighted and discussed: - Sensors and detectors - detection of chemicals, principles of "artificial nose" and chemical "micro-lab on a chip" design, surface and underground water quality monitoring systems, molecular electronics, superconducting electronic devices, quantum detectors and Qubits.- Environmental protection and CBRN - detection of infrared, microwave, X-ray and terahertz radiation. Principles for novel IR-, UV-, and Terahertz-wave devices for the detection of low-contrast objects.- Novel technological processes for CBRN destruction and deactivation.All these topics are strongly interrelated, both with regard to fundamental aspects and to fabrication and implementation technologies; in addition, they are highly promising for application in novel functional devices, computer logics, sensing and detection of low-concentration chemicals, weak and extremely weak magnetic and microwave fields, infrared and ultraviolet radiation. Given its scope, the book will be a useful and interesting guide for a broad readership of engineers, scientists, PhD students and experts in the area of defence against environmental terrorism.

Moreover, the volume provides a thorough description of the techniques employed to assess seismic hazard in major cities - such as microzonation - and an overview of the efforts taken to monitor and prevent seismic and landslide hazard posed to vital energy infrastructures in the Caucasus region.
Science for Peace and Security (SPS) cooperation brings together NATO & partners to address common security concerns reflected in the so-called SPS Key Priorities. These include emerging security challenges such as terrorism, cyber defense or energy security, as well as human and social aspects of security, support to NATO-led mission and operation, advanced technologies with security applications, and early warning. The SPS project "e;Advanced Civil Emergency Coordination Pilot in the Western Balkans"e; addresses several of these areas. As a key regional SPS flagship project, it helps to build capacity in response to a concrete security challenge. The Western Balkans is a region frequently affected by natural disasters and the pilot project provides emergency responders in the region with an incident command system that allows sharing information about disasters in a fast and easy way, enhancing situational awareness and building capacity in the area of civil emergency coordination.
Several key topics are explored including opportunities to develop more coherent and scalable approaches to govern biosecurity from a laboratory perspective up to the international scale and strategies to prevent potential health and environmental hazards posed by deliberate misuse of synthetic biology without stifling innovation.
