Il argumente que bien que les TIC aient facilité le progrès dans certains domaines de la stratégie culturelle jamaïcaine, ils ont néanmoins contribué à des difficultés qui, d¿une manière ou d¿une autre, ont empêché la réussite de cette stratégie.L¿¿uvre démontre comment les TIC ont été utile aux certains aspects de cette stratégie qui figure dans la politique culturelle du pays de 2003, notamment dans le secteur de la musique culturelle (précisément le reggae et la dance hall) dans la promotion du commerce social ; dans le secteur de la mode ; dans l¿amélioration dans le travail du Ministère ; et dans la promotion de la visibilité et l¿accès à l¿expression culturelle de la Jamaïque. Dans ce cadre, on présente des arguments valides pour l¿emploi continu des TIC dans le secteur culturel du pays. Pourtant, de l¿autre côté, on examine comment les TIC ont affecté négativement ce domaine, en soulignant les problèmes clés du piratage numérique, de l¿incapacité d¿accéder les TICs à tous les niveaux, et de la promotion des autres cultures étrangères dominantes.Finalement, l¿auteur explique que la stratégie culturelle du pays n¿a pas exploité suffisamment le potentiel des TIC afin de réaliser ces objectives, et donc fait quelques recommandations à cette fin.
