È la prima stesura del romanzo, successivamente rielaborato e pubblicato col titolo di Promessi sposi, cui Manzoni iniziò a lavorare nel periodo 1821-23: si tratta di un abbozzo con parti mancanti e incongruenze (vi sono anche annotazioni di lavoro dell'autore) che non fu mai pubblicato e differisce dal romanzo maggiore per la trama e le scelte linguistiche, punto questo che fu probabilmente decisivo nella decisione dell'autore di rimaneggiare l'intera opera. Il Fermo e Lucia è diviso in quattro tomi e comprende complessivamente trentasette capitoli (così ripartiti: tomo I, 8; tomo II, 11; tomi III e IV, 9), preceduti da due Introduzioni delle quali la seconda è il rifacimento della prima; i capitoli del tomo I e i primi due del tomo II sono preceduti da un titolo, cosa che poi verrà abbandonata anche nella stesura definitiva del romanzo (in questo sembra di intravedere un'imitazione di alcuni romanzi francesi e inglesi, che agirono come modelli su Manzoni nell'accostarsi a questo nuovo genere letterario). Complessivamente il romanzo presenta risultati artistici assai modesti, sia sul piano della trama (che appare alquanto squilibrata nella ripartizione degli episodi) sia su quello dello stile e della lingua, ovvero il toscano letterario della tradizione su cui l'autore innesta molti lombardismi e francesismi, ottenendo un vero e proprio "pasticcio" che risulta di difficile lettura e lascerà profondamente insoddisfatto il romanziere. La difficoltà nella composizione si spiega con la scarsa dimestichezza di Manzoni con la prosa al tempo della stesura, nonché con la relativa novità del genere romanzesco che, oltre a non godere di grande prestigio in Italia, non aveva neppure una consolidata tradizione alle spalle cui rifarsi (com'è noto, Manzoni si ispira al modello del romanzo storico di W. Scott e apre una strada che sarà poi seguita in Italia da tanti imitatori negli anni successivi).
