Des Tatars, il y en a de plus d'une sorte: ordinairement les traits réguliers sous le hâle, le profil hellénique, les grands yeux noirs semblent protester contre cette origine: beaucoup des Tatars du sud en effet ne le sont que de nom et de religion; ce sont les descendants islamisés des anciennes peuplades grecques ou barbares de la Tauride...

Quand s'opéra, en 395, à la mort de Constantin le Grand, le partage de l'immense empire romain en deux empires, on eût pu croire que dans les limites de celui d'Orient, au moins dans ses provinces d'Europe, aucune race humaine ne pourrait disputer la prépondérance à la race grecque. Dans l'espèce de champ clos compris entre le Danube au Nord, l'Adriatique et la mer Ionienne à l'Ouest, la Mer-Noire et l'Archipel à l'Est, il n'existait que des débris de peuplades, pour la plupart établies de toute antiquité dans la péninsule balkanique, réputées autochtones et dont les anciens géographes nous ont rendu les noms familiers. A peine effleurées par la propagation de la langue romaine, il semblait qu'elles ne résisteraient point à la pénétration grecque, rayonnant à la fois de Constantinople et d'Athènes; il semblait que toutes ces vieilles nations, qu'elles appartinssent au groupe illyrique ou bien au groupe daco-thracique, Mésiens, Albanais, Dardaniens, Péoniens, Pélagoniens, Chaoniens, Molosses, etc., aux idiomes pauvres et rudes, n'entreraient enfin dans le grand courant de l'histoire et de la vie que par leur absorption dans l'hellénisme. Si ces Barbares n'avaient pu, en quatre siècles d'empire romain, devenir, comme les Ibères ou les Celtes, de vrais Latins, pourraient-ils se montrer aussi réfractaires à cette langue hellénique qui, depuis le VIe siècle avant notre ère, s'insinuait chez elles par tant de colonies grecques et par toutes les voies du commerce, qu'avaient parlée les rois de la Macédoine et de l'Epire encore barbares, les Philippe, les Alexandre le Grand, les Antipater, les Ptolémée la Foudre, les Pyrrhus; plus rapprochée de leurs idiomes qu'autre parler humain; une langue qui était à la fois celle de l'Empire, celle de l'Eglise et celle de la civilisation ?...
La Société d'histoire de Russie est entrée en activité il y a seulement six ans. Le but qu'elle se propose est la publication des documents relatifs à l'histoire de l'empire. Elle se compose en première ligne de membres actifs, qui tous doivent payer de leur personne et collaborer effectivement aux travaux de la société. Elle n'admet au titre de membres honoraires que des hommes qui se sont distingués ou par leurs travaux ou par une haute protection accordée aux sciences: c'est grâce à cette disposition que l'on peut voir figurer sur la liste des sociétaires, parmi les savants et les historiens en renom, de grands noms aristocratiques et même des membres de la famille impériale. A côté de la naissance et du talent, on a voulu faire encore une place à la bonne volonté et à la libéralité des riches: un don de 300 roubles peut mériter au donateur le titre de membre émule. On voit que cette institution diffère essentiellement par ses statuts de notre Société d'histoire de France, ouverte à des associés beaucoup plus nombreux et qui ne sont astreints qu'à une seule obligation, celle de verser une assez faible cotisation...
