This book describes some of the powerful metaphors that have developed over the past two decades about the workings of our minds including cognitive science (which embraces several disciplines, notably computer science, linguistics, neurophysiology and psychology), in an attempt to apply those metaphors to the workings of the CIA's Directorate of Intelligence. These findings have obvious implications for the way the directorate recruits and trains its people. The term "cognitive science" embraces several disciplines, notably computer science, linguistics, and neurophysiology, as well as psychology. A cognitive scientist seeks to understand what the mind does when it searches for patterns, when it makes a value judgment, when it must choose between pattern-finding and judgment-making, when it engages in the myriad other activities that occupy it. Some fragmentary answers to questions such as this have become possible in the last 20 years. Before they are six years old, nearly all humans learn to generalize, to impute continuity, to discern relationships, and to determine cause-and-effect. Moreover, we can store the conclusions drawn from such processes in a way that gives us access to them without burdening our working memory. We also learn a language, that uniquely human capacity which sits at the center of conscious cognitive activity. Language opens the way to abstraction and generalization, and permits each normal human to develop a rich network of concepts. All of us are aware of the limitations of these processes. For example, we all are obtuse in dealing with logic and probability; we are comfortable with imprecision; and our minds are conservative in their approach to new information-quicker to recognize the familiar than the unfamiliar, reluctant to change concepts once we have accepted them. Finally, there are innumerable processes that influence our mental activity but are not accessible to the conscious part of the mind. FROM THE AUTHOR: The monograph has two parts: first, a survey of cognitive science as we understood it in 1984; second, suggestions for changing the way we do intelligence analysis in light of what the discipline was telling us. As I have indicated, I think the survey section holds up pretty well. While I would like to think the reader will learn something useful from immersion in all the detail (notably the diagram on page 10, which makes graphic the many elements that interactively shape our conscious mental activity), the basic concept is quite simple. The conscious mind cannot track more than about seven cognitive elements at the same time (cognitive science jargon often refers to these elements as chunks); and to cope with this constraint, our brains constantly manipulate those elements, always at top speed and usually outside our conscious awareness. This is revised edition of a manuscript that was originally published in 1984.
FROM THE AUTHOR: As a result of a number of analytic projects for different intelligence agencies, a major focus of my work during the past several years has involved examining the practice of analysis within the US Intelligence Community. This study was prompted by a growing conviction-shared by others, to be sure-that improving the analytic products delivered by Intelligence Community components had to begin with a critical and thorough appraisal of the way those products are created. A conversation with a physicist friend in 2002 had triggered thoughts on several basic differences between the practice of science and intelligence analysis. Shortly thereafter, an invitation to give a seminar on intelligence analysis at Stanford University led me to prepare a briefing entitled "Intelligence and Warning: Analytic Pathologies," which focused on a diagnosis of the problems highlighted by recent intelligence failures. As Donald Stokes noted in his seminal book on science and technological innovation, Pasteur's Quadrant, "Pathologies have proved to be both a continuing source of insight into the system's normal functioning and a motive for extending basic knowledge." The Analytic Pathologies framework yields four insights that are crucial both to accurate diagnosis and to developing effective remedies. First, the framework enables analysts to identify individual analytic impediments and determine their sources. Second, it prompts analysts to detect the systemic pathologies that result from closely-coupled networks and to find the linkages among the individual impediments. Third, it demonstrates that each of these networks, and thus each systemic pathology, usually spans multiple levels within the hierarchy of the Intelligence Community. Fourth, the framework highlights the need to treat both the systemic pathologies and the individual impediments by focusing effective remedial measures on the right target and at the appropriate level.
This monograph has two parts. The first is an essay on the counterintelligence literature produced from 1977 to 1992. The second contains reviews of selected books from that period. The essay and reviews concentrate on the major counterintelligence issues of the period. Highlighted are the controversial views of James Angieton, former head of CIA's Counterintelligence (CI) Staff, about the threat posed by Soviet intelligence operations. Also featured is Soviet defector Anatole Golitsyn, whose claims about Soviet operations had a compelling influence on Western counterintelligence services beginning about 1962 and until 1975. The study focuses mainly on books about the American, British, and Canadian intelligence and security services as they dealt with the Soviet intelligence threat, although it also mentions the services of other West European countries such as France, West Germany, and Norway. Not every book on espionage and counterintelligence published between 1977 and 1992 is reviewed; only those that are historically accurate, at least in general, and were influential are assessed. Excluded are some recent works- like Widows, by William R. Corson and Susan and Joseph Trento-because they are not reputable by even the generally low standards of most counterintelligence writing. No study exists on Angleton's efforts in retirement to spread his conspiracy and other theories through writers such as Edward J. Epstein. Nor has there been any substantial analysis of the impact in Britain of revelations such as the Blunt case, the false charges made against Sir Roger Hollis and his deputy, Graham Mitchell, nor of the events that led eventually to the famous Spycatcher trial in Australia. The books reviewed in this monograph appeared during these difficult times, and an effort has been made to put them in their historical perspective. Some of these publications, with their extreme assertions, distracted intelligence and security services from important challenges they faced in the last years of the Cold War. That they overcame these diversions reflects the common sense and decency exercised by leaders of intelligence services in the post-Angleton years. Readers of the entire monograph will find certain observations and comments in the essay reappear in individual reviews, often with more detail. The writer anticipates that the monograph will be used as a reference by some who may turn directly to a particular review without having read the essay. For that reason, the repetition seems worthwhile.
This anthology was prepared as a contribution to Department of Defense-led interagency efforts to commemorate the passing of 50 years since the large-scale engagement of the military forces of the United States and other countries in defending the Republic of Vietnam (South Vietnam) against communist guerrilla, mainforce, and North Vietnamese Army units. For CIA, and many members of the US military, engagement in South Vietnam began well before what is marked as the beginning of the 50th anniversary commemoration, 1965. As the 41 articles selected by CIA historian Clayton Laurie for this anthology will show, Southeast Asia was the focus of CIA activity as long ago as the early 1950s, when it was directed to provide support to French efforts to maintain control of its colony of Indochina.
This primer highlights structured analytic techniques-some widely used in the private sector and academia, some unique to the intelligence profession. It is not a comprehensive overview of how intelligence officers conduct analysis. Rather, the primer highlights how structured analytic techniques can help one challenge judgments, identify mental mindsets, stimulate creativity, and manage uncertainty. In short, incorporating regular use of techniques such as these can enable one to structure thinking for wrestling with difficult questions. Originally published by the CIA in color.
