Les sociétés civilisées se sont transformées si rapidement en ce siècle par le progrès des sciences, de la production matérielle, de l'instruction et de la presse, qu'elles ont fait craquer les institutions politiques dont leurs anciens gouvernements les avaient revêtues. Bien qu'entièrement remanié il porte encore la trace de son origine; les divisions et subdivisions y sont très apparentes et annoncées expressément, la langue est plus familière et moins sévère qu'il n'est d'usage dans les livres écrits directement pour des lecteurs. Je n'ai pas cru devoir faire disparaître ces caractères, qui m'ont paru convenir à un recueil de conseils et d'indications de méthode. J'ai à m'excuser aussi d'avoir discuté des opinions sans citer le texte exact des auteurs; un résumé m'a semblé suffisant pour le but pratique que je me proposais. Il m'a paru inutile également de donner une bibliographie des travaux sur les sciences sociales; on en trouvera une, bien choisie et bien classée, dans le Catalogue bibliographique, publié en novembre 1899, par la Société nouvelle de librairie et d'édition..."
