Mystiske dødsfald blandt en flok hvaler, der tilsyneladende er kogt ihjel, fører Kurt Austin fra National Underwater & Marine Agency, NUMA, til den mexicanske kyst og lige lukt ind i en voldsom eksplosion på en udadtil uskyldig tortillafabrik, der dog er i besiddelse af et sært undersøisk anlæg, som ikke umiddelbart har noget med dejfabrikation at gøre.Samtidig støder et andet hold NUMA-forskere, Paul og Gamay Trout, i Sydamerikas regnskove på myten om en hvid gudinde og en særdeles isoleret indianerstamme. Uheldigvis støder de også på en bande pirater, der ikke ser med milde øjne på, at et officielt amerikansk forskerhold kender til deres eksistens.At de to ting har noget med hinanden at gøre er i lang tid ikke indlysende for Austin. Dirk Pitts to børn, datteren Summer og sønnen Dirk jr., befinder sig på bunden af havet med fire hundrede favne vand over sig. Efter genforeningen med deres far slutter de sig til ham i NUMA, og deres opgave denne gang er at undersøge et skibsvrag i Det Caribiske hav. Summer og Dirk har indrettet en hyggelig bolig i et af NUMAs dykkerskibe, og over dem ligger forskningsfartøjet, deres eneste kontakt med omverdenen. En del sømil derfra ligger verdens største havhotel, et monster af en bygning, der i den største luksus transporterer rige mennesker rundt på verdens have. Flere hundrede meter rager hotellet op over havets overflade, men ganske fladt i bunden for at kunne sejle ind i lavvandede områder med koraller og fisk. Højt og fladt og dermed usædvanligt ustabilt.Og mange sømil derfra igen trækker skyerne sammen. I løbet af få timer ved man, at en orkan er under opbygning - en orkan som får navnet Lizzie. Orkaner er jævnligt tilbagevendende i det område, men Lizzie er ikke en normal orkan - den bevæger sig med ubegribelig fart, og den følger ikke den beregnede bane. Derimod ser det ud til, at den svinger bort fra land og ud over havet med kurs direkte mod havhotellet.
