" Chaque science demande une langue particulière, parce que chaque science a des idées qui lui sont propres. Il semble qu'on devrait commencer par faire cette langue: mais on commence par parler et par écrire, et la langue reste à faire. Voilà où en est la science économique, dont l'objet est celui de cet ouvrage même. C'est, entre autres choses, à quoi on se propose de suppléer. Cet ouvrage a trois parties. Dans la première, je donne, sur le commerce, des notions élémentaires, que je détermine d'après des suppositions; et je développe les principes de la science économique. Dans la seconde, je fais d'autres suppositions, pour juger de l'influence que le commerce et le gouvernement doivent avoir l'un sur l'autre. Dans la troisième, je les considère tous deux d'après les faits, afin de m'appuyer sur l'expérience autant que sur le raisonnement. Je dirai souvent des choses fort communes. Mais, s'il était nécessaire de les remarquer pour parler sur d'autres avec plus de précision, je ne devais pas avoir honte de les dire. Les génies, qui ne disent que des choses neuves, s'il y a de tels génies, ne doivent pas écrire pour l'instruction. Le grand point est de se faire entendre, et je ne désire que de faire un ouvrage utile. "
