The Aviation Maintenance Technician Handbook-Powerplant (FAA-H-8083-32) is one of a series of three handbooks for persons preparing for certification as a powerplant mechanic. It is intended that this handbook provide the basic information on principles, fundamentals, and technical procedures in the subject matter areas relating to the powerplant rating. It is designed to aid students enrolled in a formal course of instruction, as well as the individual who is studying on his or her own. Because there are so many different types of aircraft in use today, it is reasonable to expect that differences exist in airframe components and systems. To avoid undue repetition, the practice of using representative systems and units is carried out throughout the handbook. Subject matter treatment is from a generalized point of view and should be supplemented by reference to manufacturer's manuals or other textbooks if more detail is desired. FAA -H-8083-1A, Aircraft Weight and Balance Handbook, has been prepared in recognition of the importance of weight and balance technology in conducting safe and efficient flight. The Advanced Avionics Handbook is a new publication designed to provide general aviation users with comprehensive information on advanced avionics equipment available in technically advanced aircraft. This handbook introduces the pilot to flight operations in aircraft with the latest integrated "glass cockpit" advanced avionics systems. This handbook is designed as a technical reference for pilots who operate aircraft with advanced avionics systems. Whether flying a conventional aircraft that features a global positioning system (GPS) navigation receiver or a new aircraft with the latest integrated "glass cockpit" advanced avionics system, you should find this handbook helpful in getting started. The arrival of new technology to general aviation aircraft has generated noticeable changes in three areas: information, automation, and options. Pilots now have an unprecedented amount of information available at their fingertips. Electronic flight instruments use innovative techniques to determine aircraft attitude, speed, and altitude, presenting a wealth of information in one or more integrated presentations. A suite of cockpit information systems provides pilots with data about aircraft position, planned route, engine health and performance, as well as surrounding weather, traffic, and terrain. Advanced avionics systems can automatically perform many tasks that pilots and navigators previously did by hand. For example, an area navigation (RNAV) or flight management system (FMS) unit accepts a list of points that define a flight route, and automatically performs most of the course, distance, time, and fuel calculations. Once en route, the FMS or RNAV unit can continually track the position of the aircraft with respect to the flight route, and display the course, time, and distance remaining to each point along the planned route. An autopilot is capable of automatically steering the aircraft along the route that has been entered in the FMS or RNAV system. Advanced avionics perform many functions and replace the navigator and pilot in most procedures. However, with the possibility of failure in any given system, the pilot must be able to perform the necessary functions in the event of an equipment failure. Pilot ability to perform in the event of equipment failure(s) means remaining current and proficient in accomplishing the manual tasks, maintaining control of the aircraft manually (referring only to standby or backup instrumentation), and adhering to the air traffic control (ATC) clearance received or requested. Pilots of modern advanced avionics aircraft must learn and practice backup procedures to maintain their skills and knowledge. Risk management principles require the flight crew to always have a backup or alternative plan, and/or escape route. Advanced avionics aircraft relieve pilots of much of the minute-to-minute tedium of everyday flights, but demand much more initial and recurrent training to retain the skills and knowledge necessary to respond adequately to failures and emergencies. The FMS or RNAV unit and autopilot offer the pilot a variety of methods of aircraft operation. Pilots can perform the navigational tasks themselves and manually control the aircraft, or choose to automate both of these tasks and assume a managerial role as the systems perform their duties. Similarly, information systems now available in the cockpit provide many options for obtaining data relevant to the flight. The Safety Risk Management Guidance for System Acquisitions (SRMGSA) applies to acquisitions that have a potential effect on safety risk in the National Airspace System (NAS) when the acquired systems are operationally fielded. Today's aerospace enterprise is among the most technically complex systems ever devised. The demands on the National Airspace System plus the impact of evolving technology, rising traffic volumes, and the implementation of the Next Generation Air Transportation System create an environment where assumptions must be continually tested and validated using robust feedback loops. Recognizing the scope of this increasing complexity, the Administrator recently reinforced the importance of building upon the ability of the Federal Aviation Administration Safety Management System to find the issues, use multiple data streams to analyze the issues, and devise comprehensive corrective actions that are measured and monitored. The 2015-2017 National Runway Safety Plan directly supports the Administrator's Strategic Priorities, including the initiatives to make aviation safer and smarter in the nation's airports by moving to risk-based decision making; enabling the safe and efficient integration of the Next Generation Air Transportation System; and demonstrating global leadership in improving air traffic safety and efficiency through data-driven solutions that shape international standards. Evaluating runway safety performance, given the increased volume of air and surface traffic and the accommodation of new aerospace vehicles, requires moving beyond just tracking and determining responsibility for runway incursions and other incidents. This Plan outlines the transition from a reactive, event-based safety system to a proactive, risk-based system that incorporates the safety policies, culture, risk management, promotional, and analytical tools available in the Safety Management System. Utilizing these principles, the agency is transitioning to a data-driven, risk-based approach to monitoring and maintaining the safety parameters of the runway and airport surface environment.
This Acquisition Workforce Strategy provides the blueprint for building and sustaining a high-performing acquisition workforce. The purpose and focus of the Acquisition Workforce Strategy is to ensure FAA has a stable cadre of federal employees and maintains core in-house capabilities necessary to successfully manage FAA's acquisition objectives. While recognizing the contribution and role of our contractors, this Strategy focuses on the federal workforce only. The Acquisition Management System (AMS) establishes policy and guidance for all aspects of lifecycle acquisition management at FAA. Acquisition professionals rely on the AMS every day as they conceptualize, plan, execute and oversee the development and implementation of the FAA's mission systems, services and technologies. It is important that FAA acquisition professionals understand and apply the AMS and its unique capabilities and flexibilities. The AMS defines how FAA manages its resources - money, people and assets - to fulfill its mission. The objectives of the policy are to increase the quality, reduce the time, manage the risk and minimize the cost of delivering safe and secure services to the aviation community and flying public. Acquisition management policy promotes these objectives through partnership among service providers and customers to ensure FAA plans, programs and budgets address priority aviation needs.

The Flight Navigator Handbook provides information on all phases of air navigation. It is a source of reference for navigators and navigator students. This handbook explains how to measure, chart the earth, and use flight instruments to solve basic navigation problems. It also contains data pertaining to flight publications, preflight planning, in-flight procedures, and low altitude navigation.
