Neben Georg Weerth gilt er als einer der bedeutendsten Dichter des deutschen Proletariats im 19. Jahrhundert. Herweghs teilweise bombastische, gelegentlich blutrünstige Lyrik aus dem sicheren Exil wie sein Versagen in tatsächlichen revolutionären Situationen wurde von Ulrich Enzensberger als eine "Mischung aus Verbitterung und Verbiestertheit, aus Großsprechertum und Gewaltbereitschaft" gedeutet, die ebenso als stilistische Vorwegnahme des Wilhelminismus gesehen werden kann.
