Studienarbeit aus dem Jahr 2018 im Fachbereich Raumwissenschaften, Stadt- und Raumplanung, Note: 1,3, Technische Universität Dortmund, Sprache: Deutsch, Abstract: Diese Arbeit geht der Frage nach, ob Public Private Partnerships (PPPs) ein zukünftig geeignetes Instrument für den öffentlichen Sektor zur Finanzierung von Infrastrukturprojekten darstellen.Um diese im Mittelpunkt stehende Forschungsfrage näher zu erläutern, stehen nachfolgend in Kapitel 2 zunächst theoretische Grundlagen und der aktuelle Forschungsstand zu PPPs im Vordergrund. Im dritten Kapitel wird das methodische Vorgehen erläutert, um in Kapitel 4 letztlich die Eignung und Zukunftsfähigkeit von PPPs für den öffentlichen Sektor auszuwerten. Abschließend werden im letzten Kapitel die zentralen Forschungsergebnisse und Schlussfolgerungen zusammenfassend dargestellt. Die genaue Bedeutung des Begriffs "Public Private Partnership"wird dabei zunächst nachfolgend konkretisiert.Nach Angaben des Statistischen Bundesamtes beträgt die Verschuldung aller Kommunen in Deutschland zum 30.09.2017 insgesamt 139,1 Milliarden Euro. Dementsprechend beträgt auch die gesamte Verschuldung aller Kommunen pro Kopf in Deutschland circa 1.696 Euro. Das Bundesland Nordrhein-Westfalen (NRW) ist dabei besonders von kommunaler Verschuldung betroffen. Die Kommunen in NRW weisen einen gesamten Schuldenstand von 54,2 Milliarden Euro auf. NRW gilt, mit einem Anteil von 39 Prozent an der Gesamtverschuldung aller Gemeinden und Gemeindeverbände in Deutschland, als das Bundesland mit der höchsten kommunalen Gesamtverschuldung. Dabei wird insbesondere auch in NRW medial kritisiert, dass Investitionen für den Bau und Unterhalt von Infrastrukturen fehlen würden. Diese Problematik der Finanzierungsengpässe und Investitionsrückstaus wurde ebenfalls von der Bundesregierung schon 2015 unter dem früheren Bundeswirtschaftsminister Sigmar Gabriel intensiver thematisiert. Dabei wurde dieser Zustand als ein gesamtdeutsches und nicht nur nordrhein-westfälisches Problem ¿ trotz der dort kommunal besonders stark bestehenden Ausprägung ¿ identifiziert. An diese in der Bundespolitik bereits 2015 intensiv und wissenschaftlich fundierte Debatte soll schließlich in der vorliegenden Arbeit angeknüpft werden. Dabei sollen primär die tatsächliche Eignung und Zukunftsfähigkeit von PPPs für den öffentlichen Sektor in Deutschland zur Finanzierung von Infrastrukturprojekten untersucht werden.
