There is a specter haunting advanced industrial countries: structural unemployment. Recent years have seen growing concern over declining jobs, and though corporate profits have picked up after the Great Recession of 2008, jobs have not. It is possible that jobless recoveries could become a permanent feature of Western economies.
What causes some countries to naturalize large numbers of foreigners as citizens, while other countries keep foreigners at arm's length from their societies? This study shows how two factors over centuries frame each country's choice between approaching foreigners with open arms or folded arms.
Rights and obligations are confusing. When people really want or need something they call it a right. Can they simply attach this word to anything they want? Can people disregard obligations with impunity? This book argues that they cannot. Rights and obligations are systematically related in important ways backed by the state.
