This report addresses a policy issue relating to the fairness of affording DoD civilian employees and military members with fewer due process rights in the adjudication and appeal processes than those of contractor personnel.

This manual prescribes uniform procedures for the DoD Components to follow when providing administrative and logistic support to the DoDDS.

Section 1566, Title 10, United States Code requires that the Inspector General of the Army, the Navy the Air Force, and the Marine Corps conduct an annual review of the effectiveness of voting assistance programs and an annual review of the compliance with voting assistance programs of that Service. This report consolidates all of those reports and summarizes some of those reports key facts.

The Manual provides safety standards common to DoD and private industry ammunition and explosives (AE), operations, and facilities performing AE work or AE services under DoD contracts, subcontracts, purchase orders, or other procurement methods. DoD 6055.9-STD (Reference (c)) establishes these AE safety standards and serves as the primary source document for this Manual. The explosives safety requirements included in this Manual are consistent with Reference (c) so that AE safety standards for DoD Components and DoD contractors are equivalent.

An experiment in the late 1990s and an independent evaluation of the experiment determined that providing long-distance health care to inmates is feasible through a system called telemedicine. Telemedicine uses telecommunications equipment that allows health care providers to see and diagnose inmates in prisons located far from health care providers' offices. The experiment showed that prisons could improve inmate health care by providing remote access to more medical specialists while reducing prisoner transport costs and related security management costs. The National Institute of Justice (NIJ) and Bureau of Prisons, U.S. Department of Justice; and the U.S. Department of Defense cooperated in the experiment. Several Federal prisons with different missions and security levels were connected via a telemedicine network. One of the Federal prisons was a medical center. A Veterans' Administration hospital in Lexington, Kentucky, was also part of the network. An independent evaluation of the experiment showed that telemedicine could play an important role in delivering quality health care in correctional systems. The costs and benefits vary according to the type and nature of institution requirements, but the costs of telemedicine equipment are continuing to decline. The success of the telemedicine demonstration project led to the decision to use the information from that study to develop a manual on implementing correctional telemedicine. The information in this manual can be used by correctional administrators who are evaluating whether telemedicine is an acceptable approach to providing medical care in their facility. This report provides a model for estimating the relative costs of telemedicine-the provision of health care over a distance using telecommunications technology-under varying conditions in a correctional setting. With the information tools provided in this document, the correctional administrator will be able to determine if telemedicine is a cost-effective option. Information in this report is based on a study of the cost-effectiveness of telemedicine in a correctional system.

The purpose of the Deployable Security Trainer is to assist those personnel who may be deploying and also have security responsibilities for the protection of our classified national security information. The Deployable Security Trainer was developed based on the requirements specified in Executive Order 13526, Classified National Security Information; Information Security Oversight Office (ISOO) 32 CFR Parts 2001 and 2003 Classified National Security Information, Final Rule; and DoD 5200.1-R, Information Security Program.

This manual prescribes the policies and procedures for implementing the DSP as required by 10 U.S.C. 2451-2457.

Protecting the United States from direct attack is the highest priority of the Department of Defense. The military has traditionally secured the United States by projecting power overseas. While our current missions abroad continue to play a vital role for the security of our Nation, the terrorist attacks of September 11, 2001, emphasized that we are confronting fundamentally different challenges from those faced during the Cold War. President George W. Bush activated all instruments of American power to respond to the attacks of September 11th, and directed the United States Government to better prepare for the reality of the 21st century threat. Working with Congress, President Bush established the Department of Homeland Security to prevent terrorist attacks in the United States. The Department of Defense, the traditional vanguard of America's security, began transforming as well. The stand-up of US Northern Command was an important first step - created to deter, prevent, and defeat aggression aimed at the United States. The Strategy for Homeland Defense and Civil Support marks the next significant milestone in reshaping the Department's approach to homeland defense. Building upon the concept of an active, layered defense outline in the National Defense Strategy, the Strategy for Homeland Defense and Civil Support constitutes the Department's vision for transforming homeland defense and civil support capabilities. It will fundamentally change the Department's approach to homeland defense in an historic and important way.

This manual provides detailed information regarding Defense/Joint decorations and awards, including the Defense Distinguished Service Medal (DDSM), Defense Superior Service Medal (DSSM), Defense Meritorious Service Medal (DMSM), Joint Service Commendation Medal (JSCM), Joint Service Achievement Medal (JSAM), and the Joint Meritorious Unit Award (JMUA). It provides procedures for preparation and submittal of: recommendations for the Medal of Honor (MOH) and Defense/Joint Decorations and awards; out-of-service requests for awards; lost award recommendations; posthumous awards; award replacements; and reconsideration of award recommendations.

This monograph is one small-but important-step in that direction. In direct support of the U.S. Eu-ropean Command (EUCOM) and U.S. Army Europe (USAREUR), six U.S. Army War College students from the resident class of 2016 spent much of this past academic year investigating whether and how the U.S. Army is prepared to respond to various forms of ag-gression from Russia. Lieutenant General Ben Hodges, USAREUR Commander, Mr. Michael Ryan, EUCOM Director for Interagency Partnering, and their staffs in Wiesbaden and Stuttgart, Germany, gave generously of their time, and we are grateful to have had the op-portunity to support them through scholarship. In conducting research in Washington, Brussels, Mons Stuttgart, and Wiesbaden, the student research team confirmed that, in fact, the United States has implemented a wide range of actions to counter Russia's actions. Yet their research brought to light questions over whether those actions are properly focused, particularly as it pertains to deterrence, as well as against a threat not entirely like that faced during the Cold War. This monograph seeks to flesh out the answer to these and other questions by exploring Russia's intentions, laying out a more modern approach to deterrence, and presenting recommendations and policy options for senior leaders within the Department of Defense (DoD) and across the interagency.

Information contained in this publication may also be relevant for the diagnosis and treatment of patients with naturally acquired diseases or illnesses due to pathogens with BW potential.This publication:(1) Classifies and describes potential BW agents.(2) Provides procedures for collecting, handling and labeling, shipping, and identifying potential BW agents.(3) Describes procedures for medical diagnosing, treating, and management of BW casualties.(4) Describes medical management and treatment in BW operations.The treatment modalities contained in this manual differ from standard textbooks in that they apply to BW agent exposures. The method of exposure for most BW agents is by inhalation; whereas, the endemic disease exposure (if applicable) is by other means. Some are by ingestion, some by arthropod bites, and others by dermal contact with the agent. This does not preclude service members becoming BW casualties by these means.
