    " Critical infrastructures are systems and assets critical to the nation's security, economy, and public health and safety, most of which are owned by the private sector. These assets rely on networked computers and systems, thus making them susceptible to cyber-based risks. Managing such risk involves the use of cybersecurity guidance that promotes or requires actions to enhance the confidentiality, integrity, and availability of computer systems. For seven critical infrastructure sectors, GAO was asked to identify (1) cybersecurity guidance for entities within the sectors, (2) the extent to which implementation of this guidance is enforced and promoted, and (3) areas of commonalities and differences between sector cybersecurity guidance and guidance applicable to federal agencies. To do this, GAO collected and analyzed information from responsible private sector coordinating councils; federal agencies, including sector-specific agencies that are responsible for coordinating critical infrastructure protection efforts; and standards-making bodies. In addition, GAO compared a set of guidance in each of three subsectors with guidance applicable to federal agencies. "

    " When DHS was created in 2002, Congress granted it special acquisition authority to use "other transaction" agreements, which are special vehicles used for research and development or prototype projects. Unlike conventional contracts, other transaction agreements offer flexibilities to reach entities that traditionally have not done business with the government. They have risks, however, because they are exempt from the Federal Acquisition Regulation and other requirements. The Homeland Security Act of 2002 required GAO to report on the use of other transactions by DHS. In 2004 and 2008, GAO reported on challenges DHS faced.     " The Coast Guard estimates that there were more than 22 million small vessels operating in the United States in 2012. Terrorists, smugglers, and other criminals can use small vessels as platforms for their activities because small vessels are generally unregulated and largely anonymous. Law enforcement agencies face the challenge of distinguishing between legitimate small vessel operators and the relatively few individuals estimated to be engaged in illicit activities. DHS issued its SVSS in April 2008 and its follow-on SVSS Implementation Plan in January 2011 to help guide actions to mitigate the security risks arising from small vessels. Given the importance of small vessel security, GAO was asked to review DHS's efforts in developing and implementing the SVSS Implementation Plan. This report examines what actions, if any, DHS and its components have taken to address small vessel security concerns, and the extent to which they have implemented action items in the SVSS Implementation Plan. GAO analyzed DHS documents; interviewed DHS officials; and visited two ports selected on the basis of the volume of small vessel traffic and security initiatives in place, among other things.     " Smartphone tracking apps exist that allow a person to not only surreptitiously track another person's smartphone location information, but also surreptitiously intercept the smartphone's communications-such as texts, e-mails, and phone calls. This type of monitoring-without a person's knowledge or consent-can present serious safety and privacy risks. GAO was asked to review issues around the use of surreptitious smartphone tracking apps. This report examines (1) how companies are marketing smartphone tracking apps on their websites, (2) concerns selected stakeholders have about the use of tracking apps to facilitate stalking, and (3) actions the federal government has taken or could take to protect individuals from the use of surreptitious tracking apps.     " Coal is a key domestic fuel source and an important contributor to the U.S. economy. Most coal produced in the United States is used to generate electricity. In 2011, 1,387 coal-fueled electricity generating units produced about 42 percent of the nation's electricity. After decades of growth, U.S. coal production and consumption have fallen, primarily due to declines in the use of coal to generate electricity. According to the Environmental Protection Agency (EPA), using coal to generate electricity is associated with health and environmental concerns such as emissions of sulfur dioxide, a pollutant linked to respiratory illnesses, and carbon dioxide, a greenhouse gas linked to climate change. In response to recent environmental regulations and changing market conditions, such as the recent decrease in the price of natural gas, power companies may retire some units, which could affect the coal fleet's generating capacity--the ability to generate electricity--and the amount of electricity generated from coal. Power companies may also retrofit some units by installing controls to reduce pollutants. GAO was asked to examine (1) how the fleet of coal-fueled electricity generating units may change in the future in terms of its generating capacity and other aspects and (2) the future use of coal to generate electricity in the United States and key factors that could affect it.     "The American Recovery and Reinvestment Act of 2009 (Recovery Act) provided $5 billion to the Department of Energy's (DOE) Weatherization Assistance Program to help low-income families by making long-term energy efficiency improvements to their homes. The Recovery Act requires GAO to conduct bimonthly reviews of how recipients such as state-level agencies use the act's funds. As part of this review, GAO examined if the act is achieving its stated purposes. The act also requires GAO to comment and report quarterly on estimates of jobs funded and counted as full-time equivalents (FTE), as reported by recipients of Recovery Act funds. GAO examined (1) the status and use of weatherization grant program funds under the Recovery Act; (2) the challenges, if any, that recipients faced in implementing the weatherization program under the Recovery Act; (3) the extent to which the weatherization program under the Recovery Act has achieved its energy and cost savings goals; and (4) the changes, if any, over time in the quality of FTE data reported by Recovery Act recipients, particularly by program recipients. GAO surveyed the 58 state-level grant recipients of the act's weatherization funds, reviewed DOE and recipient-reported data, and interviewed state and local agency officials. GAO makes no new recommendations in this report but provides the status of prior recommendations that remain open and not implemented from GAO's Recovery Act-mandated reports. DOE generally concurred with GAO's findings and provided clarifications, which were incorporated as appropriate.     GPOs are purchasing intermediaries that negotiate contracts for medical products and services. GPOs contract with vendors and receive a fee from them when providers purchase from the vendor.     " NNSA, a semiautonomous agency within DOE, oversees the nation's nuclear security programs. M&O contractors manage NNSA's facilities, including its national security laboratories--Lawrence Livermore, Los Alamos, and Sandia. Monitoring and tracking key information about agreements and the funds advanced for them is critical for both NIST and its clients to make well-informed budget decisions, comply with applicable fiscal laws and internal controls, and ensure the proper use of federal funds. GAO was asked to review (1) the factors contributing to the working capital fund's carryover balance and (2) NIST's processes for managing its interagency agreements and workload. To do so, GAO reviewed laws and fiscal requirements, analyzed NIST budget data and policies related to its interagency agreements, analyzed a random sample of agreements, and interviewed NIST officials.     " Since April 2011, OCC and the Federal Reserve had been overseeing the foreclosure review, a requirement of consent orders entered into by 14 mortgage servicers. This undertaking involved a review of loan files by third-party consultants to identify errors in servicing and foreclosure practices. More than 4 million borrowers were eligible for reviews. In January 2013, the regulators announced agreements with 11 of the servicers that replaced the reviews with a broad payment process to compensate borrowers in a more timely manner. Reviews continue for three remaining servicers. GAO has been reviewing various aspects of the foreclosure review process. This report addresses: (1) challenges to the achievement of the goals of the foreclosure review, (2) transparency of the process, and (3) lessons that could be useful for carrying out activities under the amended consent orders and continuing reviews. This report (1) describes key gaps the U.S. government has identified in foreign countries' capacity to prevent terrorist travel overseas, (2) evaluates how U.S. capacity-building efforts address those gaps, and (3) assesses the extent to which the U.S. government is measuring progress in its efforts to close those gaps. To identify the key gaps, GAO reviewed governmentwide assessments of vulnerabilities in the international travel system. GAO reviewed the strategies and documentation of U.S. agencies funding and/or implementing foreign capacity-building efforts to prevent terrorist travel overseas, including those of the Departments of State (State)-which coordinates U.S. efforts overseas-Defense (DOD), Homeland Security (DHS), Justice (DOJ), and the U.S. Agency for International Development (USAID). GAO also interviewed officials from the National Security Staff, of the National Security Council (NSC), which oversees counterterrorism policy. GAO met with these agencies and conducted field work in Kenya, Pakistan, the Philippines, and Thailand.     " CDC considers autism to be an important public health concern. In 2012, CDC reported that an estimated 1 in 88 children in the United States has been identified as having autism-a 23 percent increase from its estimate of 1 in 110 reported in 2009. Autism is a developmental disorder involving communication and social impairment. Symptoms usually become evident in early childhood. There are many suspected causes and no known cure. HHS agencies fund educational and support services for individuals diagnosed with autism and fund research in a variety of areas, such as identifying the causes of autism and intervention options. The CAA amended sections of the Children's Health Act of 2000 related to autism and established new requirements. The CAA, enacted in December 2006, authorized the expansion of HHS's activities related to autism research, surveillance, prevention, intervention, and education through fiscal year 2011. The CAA authorized, but did not appropriate, federal funding to carry out these activities. In this report, GAO (1) describes the actions that HHS agencies have taken as a result of the CAA, and (2) examines the oversight of CAA grantees. To address these objectives, GAO reviewed CAA and HHS documents and interviewed agency officials to identify the autism activities resulting from the CAA. GAO also determined the amount certain HHS agencies spent on autism activities"
