Im zweiten Gruppenspiel treffen die USA auf Kolumbien. Kolumbien ist Mitfavorit auf den Titel, muss das Spiel aber gewinnen, um eine Runde weiter zu kommen. Bereits vor dem Spiel ging per Fax eine Bombendrohung ein, adressiert an einen der Mittelfeldspieler Kolumbiens. Nach 35 Minuten Spielzeit will Andres Escobar, ein kolumbianischer Verteidiger, eine Flanke der USA abwehren und erzielt dabei ein Eigentor. Kolumbien verliert das Spiel zwei zu eins und scheidet aus dem Turnier aus. Wenige Tage nach der Rückkehr seines Teams ist Andres Escobar tot. Unbekannte hatten ihn auf offener Straße erschossen.Neben großen Emotionen ist der Fußball schon lange nicht mehr nur Leidenschaft und Freude, sondern in ein komplexes Konstrukt aus ökonomischen, finanziellen und rechtlichen Rahmenbedingungen eingebettet. Mit dem Recht eine Weltmeisterschaft ausrichten zu dürfen gehen dabei viele Verpflichtungen einher: Visumsfreiheit für alle an einer WM beteiligten Personen; die Garantie der Sicherheit auf Kosten des ausrichtenden Staates; eine Steuerbefreiung der FIFA und etwaiger Drittparteien, die an der Weltmeisterschaft beteiligt sind sowie arbeitsrechtliche und sonstige Ausnahmeregelungen, für direkt an der Weltmeisterschaft beteiligte Unternehmen und Personen.Diese Arbeit kann und soll nicht den Anspruch erheben, als Grundlage für eine gerichtliche Auseinandersetzung mit der FIFA zu dienen. Dafür bietet diese Arbeit weder den Rahmen, noch ist sie daraufhin ausgelegt. Als global agierende Organisation agiert sie aber nicht in einem rechtsfreien Raum und ihre Monopolstellung ist durchaus kritisch zu betrachten. Obwohl die FIFA keinen eigenen Verein stellt, besitzt sie ein Monopol auf das begehrteste Kollektivgut der Welt ¿ Fußball. Die Zuschauer*innenzahlen der Weltmeisterschaften zeigen, wie groß der Einfluss der FIFA sein kann, aber auch welche Verantwortung sie trägt. Wie sie diese Verantwortung nutzt, soll Gegenstand dieser Arbeit sein. Die Ambivalenz zwischen theoretischen Werten auf der einen und dem realen Handeln der FIFA auf der anderen Seite, soll in dieser Arbeit, anhand von zwei Beispielen, untersucht werden.
