The democratic ethos in Sikkim is now nearly three and half decades old. Until 1975, this Himalayan state was under the rule of Namgyal dynasty which lasted for more than 300 years. The end of Namgyal administration led to the change in the political system of the state from centralised monarchical to liberal democratic system. This change indeed had its impact on the society economy and polity of the region. Sikkims progress towards democracy and stability was marked by two historic developments first the introduction of electoral system based on adult suffrage and second was the abolition of the institution of monarchy in 1970s. The constitutional changes that took place following the 1973 uprising and Government of Sikkim Act 1974 led to a dramatic change in political and economic institutions that had important implications for the future of democracy. The change in political institutions led to the formation of representative government which ensures greater participation of people in the decision making processes. The Government of Sikkim Act 1974 removed many of the worst inequities under the old political system where only few aristocrats and nobles were the part of the governmental system. The act also established the right to vote based uniformly on the basis of universal adult suffrage. The post-merger Sikkim paid special attention in different directions with necessary measures to make its society modern and developed.
Decentralised vision and governance are destined to shape the quality of local development of our country. These avowed objectives of the 73rd and 74th Amendments of the Constitution of India have yet to take desired shape on a variety of reasons including our inability to put in place proper devolution as enshrined in Article 243G and Article 243W. The absence of defined areas of planning of the local bodies and its presentation formats has been plaguing the system. The Article 243ZD ibid requires the District Planning Committee to consolidate plans prepared by the Panchayats and the Municipalities. However, the process and the methodology of consolidation of plans remain still undefined. The Niceties of District Planning-An Operational Framework addresses all these issues from a practitioner\s angle.
The Indian Diaspora today constitutes an important, and in some respects unique, force in world culture. Numerically they form third largest Diasporic community in the world, only next to Chinese and British. Over 24 million Indians have their presence in all corners of the world. It will not be an exaggeration to say that ';sun never sets in Indian Diaspora'. Though, they migrated in different capacities and in different busts and do not form a homogenous community. However, a sense of common belongingness always binds them with their motherland. In the era of globalization, a new relationship has emerged between the motherland and the overseas Indians. They have emerged as dynamic factors shaping the relations between the host and mother land. The present volume is an outcome of a seminar on ';Indian Diaspora in the era of Globalization: Implications for India'. Fourteen papers of the volume addresses variety of the aspects pertaining to Indian Diaspora under three broad categorizes- (1) Theoretical Perspectives, (2) Sub-national Identities and (3) Regional Dynamics. This book has tried to look into different dimension of' Indian Diaspora' for a general understanding of the people from all walks of life besides those who are in research and teaching in this area.
Decentralization has been reviewed as an instrument for meeting aspirations of local people in all over world In pre-independence period of India Lord Mayo was the pioneer who incorporated decentralization formula in British RajIndia has embarked on decentralization process after independence So many experiences were made for the decentralization after 1950 to 1993The 73rd and 74th Constitutional Amendments in 1992-93 have ushered in the present phase were panchayats are described as institutions of local self-government and are expected to prepare plans for economic development and social justice Though the Constitution Amendment is considered a landmark of all sorts for strengthening the Panchayati Raj Institutions yet as reflected from the point of view of people?s participation nor from the perspective of capacity of Pancgayati Raj institutions to deliver in the rural areas does the Act prove to be effective Under the given state of socio-economic and political disparities and the poor capacity of the panchayats to deliver reforms are very critically required It requires initiatives for reducing inequalities making basic services available to people and enhancing the access for opportunities Reforms should be focused on fundamentals like mobilizing people responsiveness to the aspiration of various weaker sections of the society ie SC ST and females etc and provide them good quality of lifeThis book emphasizes hiatus in legislations and their implementation at different levels Though necessary amendments are required in socio-economic and institutional reform areas for meaningful people?s participation in democratic and development process and improving efficiency of panchayats to deliver
