It is often said that everyone understands precisely what is meant by the notion of probability-except those who have spent their lives studying the matter. Are random variables simply improperly measured deterministic variables, or inherently random? The same type of difficulty arises when attempting to produce a volume on microeconomic theory.

The number of books and articles dealing with various aspects of World War II has increased at a phenomenal rate since the end of the hostilities.

Sie verlaBt jedoch an keiner Stelle den Weg einer Interpretation der Phanomenologie der Erfahrbarkeit fremder Subjektivitat im Ge­ samtzusammenhang des Husserlschen Projektes einer transzendental­ phanomenologischen Philosophie aufder Grundlage der aus dem Nach­ laB verOffentlichten Schriften zu einer Phanomenologie der Intersubjek­ tivitat. Das systematische Ziel gibt jedoch die Erlaubnis, aus den ge­ danklichen Bestanden dieses Werkes einen philosophischen Gedanken­ gang zu entwickeln, der in vielem nicht mit den bisherigen Auslegungen iibereinstimmt. Die Untersuchung ist nicht in erster Linie bemiiht, den Text nur getreulich nachzuzeichnen, sondern nimmt Gewichtungen vor und stellt Zusammenhange her, die es erlauben, zu einem neuen Entwurf zu kommen, der in mancher Hinsicht so nicht in den zu Husserls Lebzei­ ten veroffentlichten Texten steht. Die Aufgabe lautet folglich: auf der Grundlage von Husserls NachlaB-Texten zum Thema Intersubjektivitat eine philosophische Theorie auszuarbeiten, die iiber ein historisches In­ teresse hinaus systematische Bedeutung gewinnen kann. Aufgrund des systematischen und rekonstruktiven Interesses bleibt im folgenden die Entwicklungsgeschichte des Husserlschen Denkens weitgehend unberiicksichtigt. Dariiber hinaus beschrankt sich die Un­ tersuchung auf das transzendentalphilosophische Stadium der Husserl­ schen Philosophie und beschaftigt sich nicht mit dem Versuch einer rein deskriptiven Phanomenologie. Fiir die Interpretationen werden ohne Ausnahme nur die bereits verOffentlichten Schriften einschlieBlich der in den Gesammelten Werken edierten Texte aus Husserls NachlaB be­ nutzt.

The Conference on Social Justice was the second in the series of con ferences organized under the auspices of the Departments of Eco nomics, Philosophy, and Political Science of The City College of The City University of New York.

All countries confront the problem of providing for dependent, neglected, and 1 abused children. While the exact form of institutional response will differ in relation to a country's political and economic structure, its culture and its tradition, the same general kinds of child welfare services have been developed 2 everywhere. Literature from the United States, Canada, and several Western European countries reflects a shared concern about children who reside in unplanned, substitute care arrangements and a growing recognition of the importance of 3 making permanent plans for these children. The American response to this problem took shape in the early 1970s when government at the local, state, and 4 federal levels undertook to fund permanency planning projects. Permanency planning projects were charged with developing and testing procedures that would increase the likelihood that children would move out of substitute care arrangements into permanent family homes either through restoration to their biological families, termination of parental rights and subsequent adoption, court appointment of a legal guardian, or planned emancipation for older children. Long-term foster care, if it was a planned outcome supported by the use of written agreements between foster parents and child care agencies, was recognized as an appropriate option for some children. 2 DECISION MAKING IN CHILD WELFARE Permanency planning projects have had a direct effect on the substantive aspects of social work practice in child welfare.
