After describing the organization of the South African Council for Scientific and Industrial Research, the policy of the Council is stated to be: (1) In order to provide the Government and industry with the basic facilities of modern scientific research, ten national laboratories for both funda mental and applied research. were established. (2) Inducement would be offered to industry to conduct its own research.. (3) To ensure the rapid utilization of the results of research. going on both locally and abroad, it would establish liaison and information services, including a central scientific library and overseas offices. (4) A system of bursaries and research. grants at the universities would be established. The running expenditure of the Council amounts to 43,700,000 DM of which 25,750,000 DM comes from the State and the rest is earned. The capi tal equipment of the research. establishments amounts to 21,400,000 DM, whereas the buildings already erected have cost 30,900,000 DM. This represents about 80 % of the planned building prog~amme. The staff numbers about 2,000 of whom 550 are graduates. The ten national research. institutes cover the fields of chemistry, physics, mathematics and building, personnei, telecommunication, road, nutrition, mech.anical engineering, and water research.. Five research. associations covering the leather, paint, fish processing, sugar milling and wool textile industries have been formed. An advanced central scientific library has been established with which an information service has been brought into being.
