A corrupt Mexican governor sets up dummy companies that collect the government's funds for sham public projects he's created. When a journalist discovers his scheme, and tries to expose his plans for self enrichment a killer is hired to murder the journalist. An ex-cop who is missing the adrenaline rush at his desk job and a friend in the federal Interior ministry struggle to keep her safe.
