In 1889, British wine merchant Thomas Mackay published a book on poverty, drawing on ideas proposed by the social Darwinist Herbert Spencer. Mackay argues that human history has been a struggle between individualism and socialism, and that only through competition (not state social support) will poverty be eradicated.
