Abstract: This study examined the question, does a government-supported institution benefit from being earmarked to receive state lottery funds? To answer the question, a regression model analyzed population data for the Florida community colleges throughout their existence in general revenue funds, categorical funds, and lottery funds, controlled for FTE. The result was that the addition of Florida lottery dollars earmarked for education was a negative factor for community college finance. State lotteries and their beneficiaries were categorized for all states, and the history of government-sponsored lotteries to benefit government institutions was described beginning with Italy, 1530.
