"When students are considering whether to read a book about "International Law," quite naturally they wish to know, in general terms, what the subject covers. The dilemma faced by anyone seeking to answer this question is how to convey a broad sense of the subject matter to someone who does not yet grasp the specifics of the subject. Perhaps the best answer would be "wait and see," but that would probably infuriate a good number of potential readers. This introduction will, however, be very brief.
