The planet Haven slides ever closer to rebellion. In the shadows, groups of colonists meet in secret, planning, organizing. Their grievances are many, and talk of open revolt, even of a struggle for independence, is growing louder.Everett Wells, the planetary governor, has tried to compromise with the rebels, but his efforts have failed to stem the tide toward open defiance.
