"You can sleep with the whole student body if you wish, and of course all of the staff" There is anarchy in the college. The government institutes change and enacts law to implement discipline in the college system. College dean Tom Howard appoints his younger brother Jarek as the new college disciplinary officer (CDO). Jarek is tasked to tame the students and put them in their proper places; after all, the college is not a war zone. In terms of sanctioning punishment, Jarek's power is limitless. His method is maximum humiliation to deter anyone from misbehaving. Regardless of his sexuality, Jarek deals with every case professionally and fairly. As each case becomes more and more complicated, sometimes demanding the highest form of humiliation, he strives to remain objective in his decisions. But Jarek's job is tested when he meets the misbehaving Peter Chambers. Jarek adequately punishes Peter in front of the latter's victim. But when the punishment is over, Jarek finds himself still thinking about Peter. Jarek likes Peter and can't stop thinking about him. Should Jarek wait for Peter's next infraction or can he do something about it?
