The Bells of Hell

Jacob Welker, President Roosevelt's own covert counter-intelligence agent, is brought in to investigate a Nazi threat - two men posing as FBI agents have attacked and beaten a man to death. The only witness, a homeless man, claims they were speaking German. Who exactly are these men, what is their target and when will they strike?
