The law says Lucky Day is a deadbeat felon, but in Beauregard, Kentucky, the law is Mayor Jimmy Jones. Facing imminent bankruptcy, scandal, and prosecution, Jones's only hope to avoid humiliation is by grifting off a new highway due to be bulldozed right through Lucky's single-wide.
